First and foremost, we sincerely thank you for your interest in our CNC LATHE MACHINE / CNC MILLING MACHINE. To ensure that you fully understand the current policies and regulations governing the export of machinery and equipment from China, and to facilitate smooth cooperation between us, we hereby explain the Chinese government's export control requirements for CNC LATHE MACHINE / CNC MILLING MACHINE.
Pursuant to the Export Control Law of the People's Republic of China and the Regulations on Export Control of Dual-Use Items (State Council Decree No. 792), China has officially implemented a unified Dual-Use Items Export Control List as of December 1, 2024. CNC machine tools / milling machines, as "industrial mother machines," are subject to key export control supervision due to their potential for both civilian and military applications.
1)According to control list code 2B201, the following CNC LATHE MACHINE / CNC MILLING MACHINE are subject to export control:

a. CNC LATHE MACHINE capable of machining parts with a diameter greater than 35 mm; b. CNC LATHE MACHINE whose "positioning accuracy," in accordance with ISO 230-2:1988 or equivalent national standards, can achieve less than 6 µm (total "positioning accuracy") along any linear coordinate after all compensation means have been applied.
Note: Item 2B201.a does not control bar lathes that solely perform through-feed machining of bar stock with a maximum diameter of 42 mm or less and that are incapable of mounting chucks. Such lathes may perform drilling and milling on machined parts with a diameter of less than 42 mm. |
a. CNC MILLING MACHINE whose "positioning accuracy," in accordance with ISO 230-2:1988 or equivalent national standards, can achieve less than 6 µm (total "positioning accuracy") along any linear coordinate after all compensation means have been applied; b. CNC MILLING MACHINE having 2 or more contouring rotary axes; c. CNC MILLING MACHINE having 5 or more axes that can simultaneously coordinate for "contouring control."
Notes: Item 2B201.b does not control CNC MILLING MACHINE having the following two characteristics: a. An X-axis travel greater than 2 m; b. A total "positioning accuracy" along the X-axis greater than 30 µm in accordance with ISO 230-2:1988 or equivalent national standards. |
2)Export Licensing System
Pursuant to Article 12 of the Export Control Law of the People's Republic of China, the State implements a licensing system for the export of controlled items. For any CNC LATHE MACHINE / CNC MILLING MACHINE falling within the scope of (temporary) control, the exporter must apply to MOFCOM for a Dual-Use Items and Technologies Export License and may only export after approval has been obtained.
Special Notice:
Unauthorized export of controlled items will result in administrative penalties (confiscation of illegal gains, fines, and in serious cases, suspension of business for rectification or even revocation of export business qualifications) and may also entail criminal liability.
In strict compliance with the relevant export control laws and regulations of the People's Republic of China regarding dual-use items, ZHONGSHAN TENGYUE NUMERICAL CONTROL TECHNOLOGY CO., LTD (hereinafter referred to as the "Our Company") implements a mandatory compliance review and verification procedure for the sale and export of all CNC LATHE MACHINE, CNC MILLING MACHINE and related industrial equipment.
The trader / end-user must explicitly warrant and undertake that any machine tools, components, software, or technical data acquired from the Company:
a. Shall NOT be used, directly or indirectly, for military purposes, defense-related activities, or the design, development, production, handling, operation, or storage of weapons (including but not limited to conventional weapons, weapons of mass destruction, missiles, nuclear devices, or chemical/biological agents);
b. Shall NOT be resold, re-exported, transferred, or leased to any unauthorized third parties, restricted entities, sanctioned nations, or for non-civilian end-uses.
To ensure complete compliance and quality assurance prior to export dispatch:
a. Factory Precision & Technical Inspection: All machinery shall undergo independent third-party inspection and certification (by qualified entities) to verify factory precision, technical parameters, and physical condition;
b. Export Control Licensing: Shipment will only be authorized and dispatched after obtaining all required export licenses and approvals from the Ministry of Commerce of the People's Republic of China.
In light of China's current export control policies for machinery and equipment, all traders / end-users intending to purchase equipment from the Company are required to cooperate by providing the following end-user and end-use (EUC) information before we accept any order or arrange shipment, and to truthfully disclose:
a. Background & Corporate Ownership: Full corporate structure, ultimate beneficial ownership, and business registration details;
b. Operating Environment & Facility: The exact physical location and operational context where the machine tool will be installed and operated;
c. Final Application: Clear documentation of the commercial and civilian final use of the machine tool.
Note: The completeness and authenticity of the relevant information constitute a necessary prerequisite for the Company to accept orders, arrange production, and apply for export licenses. If such information is not provided or does not meet export control requirements, the Company reserves the right to suspend or terminate the relevant transaction and to take further measures in accordance with applicable laws.
Our Company have always regarded compliance as the lifeline of our business. For non-controlled conventional civilian CNC machine tools, we will continue to serve global customers efficiently as always. For products falling within the scope of control, we will strictly follow Chinese laws and regulations in fulfilling approval procedures to ensure that every piece of equipment is exported in full compliance with the law.
